      They should follow the usual republican naming convention for bills. The convention dictates that you choose a name that if voted against would make a person look real bad. Oh yeah, and the name doesn't have to have anything to do with the bill...

      Here's a few I can think of:

      "Operation Save The Children"

      "Operation Health Care for Children"

      "Operation Cheap Gas"

      "Operation Enduring Freedom" (oh wait, already taken...)

              Well Peyote Pete told me that anti-drugs are kind of like anti-matter; very hard to see, costly to produce and only have a lifetime of nano seconds; hard to load your needle in that time frame.
